Home Energy Raters

Home Energy Raters are the independent third party that is certified to inspect and rate ENERGY STAR qualified homes. Home Energy Raters develop strategies to improve the efficiency of new and existing homes. HERS Raters play an integral part in the ENERGY STAR process and provide services to make homes more comfortable, more efficient, more durable, and environmentally friendly.

Oncor Electric Delivery does not endorse one HERS Rating company over another or guarantee the credentials of any HERS Rater. HERS Raters and HERS Rating Providers are governed by the Residential Energy Services Network (RESNET). RESNET was established in 1995 as a non-profit organization by the National Association of State Energy Officials and Energy Rated Homes of America. Their mission was to improve the energy efficiency of the nation’s housing stock and to qualify more families for home ownership by expanding the availability of mortgage financing options and home energy ratings.

In Texas, the HERS Rating industry created a state-wide, non-profit organization called Texas Home Energy Raters Organization (TX HERO). TX Hero promotes the benefits of energy conservation initiatives and monetary incentives to homeowners, homebuilders and businesses.
